1. We will be attentive to the diversity between and within societies and to the unique characteristics of each local community. At the same time, we will work with world organizations, in the first instance the United Nations, to promote a shared global approach to issues which face humanity as a whole; we will promote also the idea of GLOCALISM.
2. We will seek to network effectively with citizens, NGOs, enterprises and local authorities to strengthen ties with other communities with whom we share the same purposes and values, including respect for the human rights of every individual and concern for protecting our fragile planet.
3. We will promote and develop cooperative relations between communities so as to help bring about a safe and peaceful world, free of nuclear arms and other weapons of mass destruction, including land-mines.
4. We will promote the drawing up of community action plans for sustainable human development, based on partnership, and contribute actively to their realization.
